Is this a scientific paper/journal?

It looks like a paper prepared for a book. Even though there are references at the end, there is no mention of the name of a scientific journal, such as Nature, Science, or Proceedings of the Royal Society... etc. A journal article would have the name of a journal, the year of publication, the volume and/or number and the page number the article appeared in. There is usually a summary or synopsis of the research or review subject at the beginning of a journal article but none can be found in this paper.
